About the Division
The Tech Diplomacy Division focuses on the relationship between technology, diplomacy, international affairs, governance, and emerging technological developments. It examines how technological change is influencing international relationships, diplomatic engagement, global governance, economic cooperation, and geopolitical interaction, recognising technology as an increasingly important dimension of international policy and statecraft. Key areas include Technology Diplomacy, Digital Diplomacy, Digital Governance, Cyber Diplomacy, Technology and Geopolitics, Critical and Emerging Technologies, Space Diplomacy, Science Diplomacy, Artificial Intelligence, Technology Standards, Regulation, and Technology Ethics. The Division examines technology partnerships, digital cooperation, research collaboration, technology transfer, critical infrastructure, data, connectivity, and digital sovereignty, as well as the role of technology in shaping international cooperation and strategic dependencies. Particular attention is given to cyber governance and international approaches to cyberspace, including cyber norms, responsible state behaviour, confidence-building, and diplomatic cooperation. It also explores technological competition, supply chains, semiconductor ecosystems, telecommunications, and emerging technologies within the broader context of global power and economic relations. The Division further examines international cooperation in space and science, including satellite systems, space governance, scientific research, academic networks, and the peaceful use of outer space. AI and emerging technologies are studied through their implications for governance, society, economy, communication, and international affairs, alongside questions of privacy, accountability, safety, and responsible innovation. Through research, workshops, technology-policy dialogues, expert interactions, simulations, publications, and interdisciplinary collaborations, the Division seeks to connect technology with diplomacy, governance, international cooperation, and emerging global challenges while promoting informed and responsible engagement with technological change.
